Accredited titre-restaurant issuers in France
France accredits its meal voucher issuers through the Commission Nationale des Titres-Restaurant, and fourteen were listed when we last read it. The interesting column is not the name but the format, because paper stops being usable in February 2027 and the list divides cleanly into companies that already moved and companies that still have both.

What the format column is telling you
Nine of the fourteen are card or app only. Four still carry paper alongside a card, and those four are the ones with a dated migration to complete: paper titres-restaurant can no longer be used to pay from 28 February 2027, and issuers stop distributing them from around 1 March 2027.
Around 80 percent of French transactions were already on card or app before that deadline, so the remaining paper is a minority of volume attached to a majority of the administrative work. The France rules page covers what changes and when.
A common mistake worth naming. Not every French company selling something meal related is a titre-restaurant issuer. Companies whose model is reimbursing an employee's own card spending, rather than issuing an instrument, are not on this list and do not need to be. If you are checking whether a prospective partner can legally issue in France, the CNTR list is the answer and a website is not.
What accreditation gates
It permits a company to issue titres-restaurant to employers. Unlike Italy, the French acceptance side is a shared network: merchants hold their own CNTR accreditation, and that network serves every issuer rather than one. The old CRT no longer exists.
That is why newer French issuers can run on ordinary card schemes while Italian ones cannot. The accreditation is a licence to issue, not a requirement to build a private acceptance network.

If your current issuer is one of the four still on paper
Nothing breaks, and there is time, but the migration is yours as well as theirs. Employees holding paper have to be moved to a card, told when, and onboarded in a window that will be busy for every issuer at once because they all face the same date. The employers who leave it until late 2026 will be queueing behind everybody else who did.
