Who are the titre-restaurant issuers in France?

Fourteen issuers are accredited by the Commission Nationale des Titres-Restaurant: Benefiz, Contakt, Coup de Pousse, Ekip, Glady, Kyzpay, Pluxee, Restoflash, Swile, Swile produits Bimpli, Tickets Restaurant Edenred, Up Dejeuner and Up One, Wissmile and Worklife. Ten are card or app only and four still offer paper alongside a card.

When do paper titres-restaurant stop being usable?

The end of paper is drafted, and the date has moved once. In June 2025 the government announced it for 1 January 2027. Bill n° 2892, filed on 9 June 2026, sets the end of paper issuance at 1 January 2028 and applies to titles issued for 2028 onwards; Parliament was due to examine it from September 2026. Until it passes, the only dated rule is the normal validity rule: a paper title pays during its calendar year and until the end of the following February. According to the CNTR roughly 30 percent of titles were still on paper, while about 80 percent of transactions already ran on a card or an app in 2025.

Q: How does French acceptance differ from Italian acceptance?

In France merchants hold their own CNTR accreditation and that network serves every issuer, so accreditation is a licence to issue rather than a requirement to build a private acceptance network. Italy requires a direct contract between the issuer and each accepting merchant, which is why the Italian instrument runs on a private network.

France accredits its meal voucher issuers through the Commission Nationale des Titres-Restaurant, and fourteen were listed when we last read it. The interesting column is not the name but the format, because a bill ends paper issuance on 1 January 2028 and the list divides cleanly into companies that already moved and companies that still have both.

What the format column is telling you

Ten of the fourteen are card or app only. Four still carry paper alongside a card, and those four are the ones with a dated migration to complete: bill n° 2892 ends the issuance of paper titres-restaurant from 1 January 2028, and paper titles issued for 2027 stay usable until the end of February 2028. The bill was filed on 9 June 2026 and is still before Parliament.

Around 80 percent of French transactions were already on card or app ahead of that change, so the remaining paper is a minority of volume attached to a majority of the administrative work. A common mistake worth naming. Not every French company selling something meal related is a titre-restaurant issuer. Companies whose model is reimbursing an employee's own card spending, rather than issuing an instrument, are not on this list and do not need to be. If you are checking whether a prospective partner can legally issue in France, the CNTR list is the answer and a website is not.

What accreditation gates

It permits a company to issue titres-restaurant to employers. Unlike Italy, the French acceptance side is a shared network: merchants hold their own CNTR accreditation, and that network serves every issuer rather than one. The old CRT no longer exists.

That is why newer French issuers can run on ordinary card schemes while Italian ones cannot. The accreditation is a licence to issue, not a requirement to build a private acceptance network.

If your current issuer is one of the four still on paper

Nothing breaks, and there is time, but the migration is yours as well as theirs. Employees holding paper have to be moved to a card, told when, and onboarded in a window that will be busy for every issuer at once because they all face the same date. The employers who leave it until late 2027 will be queueing behind everybody else who did.
