The employee share is not decoration. It is a condition of the treatment, in the same way that Luxembourg requires 2.80 EUR from the employee, and a programme that funds the whole value creates a taxable benefit rather than a generous one. The Belgium rules page covers it.

The market that finished first. Belgium stopped accepting paper meal vouchers in 2016, a decade before several of its neighbours set a date. Anyone arguing internally about whether an electronic mandate is coming can point at a market where it arrived, worked and stopped being controversial.

What recognition gates

It permits a company to issue maaltijdcheques to Belgian employers. It does not gate who builds the card, the balance and the processing underneath a recognised issuer, which is the difference between a barrier and a prospect list depending on which side of the table you sit.

What a five name market means in practice

For an employer, that the comparison is quick and the differences are commercial rather than functional, because all five operate under the same electronic mandate and the same ceiling. For anyone selling technology into Belgium, that the addressable market is five conversations, which is unusual enough to be worth stating plainly.
