Authorised buoni pasto issuers in Italy
Italy publishes the list of companies allowed to issue meal vouchers, and being on it is a precondition for selling one. Fifteen companies were on the register when we last read it. This page reprints them, with the legal basis and the date, because the list is public and awkward to find in English.

What being on it means
Authorisation permits a company to issue buoni pasto to employers. It is separate from, and additional to, the acceptance requirement that shapes the Italian product: a direct contract between the issuer and each accepting merchant, under DM 122/2017.
That second condition is why the Italian instrument sits outside the ordinary card schemes and runs on a private network. It is the most restrictive acceptance rule of any market covered here, and it is set out in full on the Italy rules page.
The register does not gate the technology. It gates who may put the voucher in an employer's hands. Whoever builds the card, the rules engine and the processing underneath an authorised issuer does not need to be on this list, which is the difference between a barrier and a prospect list depending on which side you are on.

The commission cap is the change worth watching, because it moved the economics of the whole market at the start of 2026. The calendar has the dates.
What separates the companies on this list
Because Italian acceptance runs on a private network built by each issuer, the practical difference between two authorised companies is where their vouchers are actually taken. Two issuers can both be on this register and offer an employee a very different set of places to eat. An employer comparing them should ask for the accepting network near its own offices rather than the national total, and an issuer building a programme should treat merchant acquisition as the product rather than as an operational afterthought.
